An HTML-to-PDF solution that runs on a Linux box

I need to create an automated process that can convert an HTML page to PDF. This page will include images and CSS. I've attached an example page to this request.

A couple nuances:

1. I will be calling this process from a Perl application. What this means is that either the process must be a binary that I simply execute from Perl, or it can be a Perl library that I use.

2. This must run on a standard Linux box. I'm open to installing a package or library to make this possible. I'm willing to pay for a license of something as well, as long as it isn't too expensive.

3. In the sample page I've attached, graph titled "Full Page Breakdown for Step 1...", right above the table, must not get cut off. I've been using htmldoc previously, but I haven't found a way around this problem. The entire graph must show up, and either continue to the next page, or do something such that it isn't simply cut iff.

I don't need anything custom written for this solution. I simply need a pointer to or a suggestion that I can peruse to find the solution to this. All I need in the end is a path to creating a PDF from a page similar to that attached, that looks correct and doesn't cut off images.

As I said above, I've tried htmldoc but it doesn't treat long images correctly. I've also tried Corda Highwire, which does solve the problem but it is over $10,000 for a license. I've also tried ActivePDF, and that works well, but that requires Windows.
