I can develop a software to send SMS using GSM modem, It is not required the internet connectivity here, I have previous experiences with similar kind of software and it is functioning in financial institution in Sri Lanka. Bulk sms can also be sent using this kind of application. As it is required to send group of SMS instantly, system should be multi-threaded.
