Customize Wordpress Theme - Adding In Hands off Listing Service Tied to Payment System

1. I have a prospective client who needs a specialty website built (much easier to explain on phone). Overall, he needs a rental listing website where it's virtually hands off. People need to be able to come to the website, open an account, create a listing within their account, choose a payment option, and their listing is published within a set category for the amount of time purchased (multiple payment levels for various time - 1 week listing, 2 week, 4 week, etc). That listing is then taken down once the period paid for has expired with the option to renew or continue auto renewing based on a recurring fee. It'll be a Wordpress website, preferably built on WooCommerce. 2. I came across a theme pre-built with a fair amount of this ground work laid out, however it lacks certain functionality needed (which again, I'll explain over the phone - I don't want to write a book right now) - The theme is setup to accept PayPal with only one set payment option. 3. While I can customize it to a point, I lack the programming knowledge needed in order to add the functionality and integration he needs. I need someone who can program and customize a Wordpress theme, whether it's adding additional functionality with PayPal or adding the option to use WooCommerce (strongly preferred). I'd need to hire you on for this project to where we would work together, but also we would need to have at least 1 conversation with my client. You and I would have several phone and email conversations so you must be accessible via those methods. He knows I'm bringing on a specialty developer. I prefer to work with someone based in the USA for ease of communications reasons.
