Build a scraper that will compile Google Play data

We need to have a web scraper built that will compile data from Google Play store, specifically:
1. App name
2. Number of downloads range (minimum number & maximum number)
3. Offered by Name
4. Price of app or "FREE" if it's offered for free
5. E-mail address of the developer
The winning bidder will deliver to us the code for the scraper along with one or more CSV files that have all of the necessary data.
Please see a sample csv file attached to this project for reference of the information we're looking for.

PLEASE NOTE: This would mean approximately 1.3M+ records to be retrieved from Google Play site.
