BackEnd or FrontEnd User Role Management for WordPress

I have custom user roles on a Wordpress site I'm developing for a client. Apart from me, there are no true administrator roles. There is a custom user role called Admin, that has more privileges than other roles, but not Administrator privileges. I need a simple page (back or front end, preferably front) where someone with the custom user role "admin" or one of my custom user capabilities can do two things:

1) Change a User's Role

2) Add and remove secondary, tertiary, and quaternary user roles to a user

Alternatively, if there is a simple way to give a certain user role secondary, tertiary, and quaternary user roles by default, that would suffice.

Basically, I need my Admins to have three additional custom user roles, my Staff Managers to have two additional roles, and my Client Managers to have one additional role. If this could be done by default, that would solve the problem.

As an administrator, I am able to add these roles using one-time hooks or using User Role Editor, but my custom Admins don't have access to User Role Editor or to [url removed, login to view], and they need to be able to manage user roles themselves.
