Add terms and conditions

Hello there, Please read the instructions carefully in order to give me an offer. I have been given a website (it has a cms for articles only and not for the rest stuff). It is based on php. The site has a login form. I need to somehow do this: I have some regulations. When someone logs in, then a pop up opens and the logged user must accept the terms. If he/she doesn't accept he/she logs out. Else, the acceptance is stored somehow so he/she doesn't have to agree every time. When i have new regulations and again all people have to accept again. So, generally i need these: 1) Create Checkbox column to the registered users database table. 2) Create Date column to registered users database table 3) Have a php code where, when the user clicks on log in the goes to the inner page (after login page) then a pop up appears. If the user clicks to close the pop up, without accepting, then the [login to view URL] URL opens and actually the user logs out. If the user clicks that he accepts the terms then the Checkbox value is set to Yes and the current date is saved to Date column. The php code will check each time if Checkbox column for each user is set to YES, in order not to show the pop up. 4) Have a php function (separate file, for example [login to view URL]). When i run this file like this: [login to view URL], then i select if i have new terms (Drop down perhaps Yes/no). If i click on Yes and click on submit, then export the user database table in order to have the records of the table, then clean the Checkbox and Date column). With this way, i can have a record of the previous acceptance and if i have new terms then zero all acceptances in order to accept again. For the 4th one if you have other solution i would like to know (to have an archive of previous acceptances of terms/regulations and keep the new ones). If not, we keep this solution. Notice that i can give instructions of where the log in, log out files are, i have the accept regulations page ready.
