Advertising/Affiliate Network for Mobile - Very Similar to ThirdScreenMedia.com

I am creating an advertising network similar to [login to view URL] ,actually very similar. If you don't even know what an online advertising network is or affiliate marketing stop right HERE and please forget about working on this. This advertising network will primarily focus on mobile ad units and serve ads to mobile phones of all different kinds. If you already have a custom advertising network that you have written, awesome, just make some customizations to it so that it is geared towards mobile and research mobile ad sizes, etc. If you visit [login to view URL] this is a good example of an advertising script with good functionality. Although it is lacking in several things, it has many features and customizability. One main feature I want in this script is the ability to be able to change the design of the site completely with ease. I am a web designer and will be doing the design and probably changing it somewhat frequently. I do not want to have to hire someone every time I change it until the company grows. As far as which type of server I am using, etc...I do not have one for this project yet. I will leave that up to suggestion to the developer because this is my first time with an advertising network, and my first real, large project. Although I am very confident in it.
