Crowdfunding Platform - Paypal Preapproval API

We need the backend for a Crowdfunding Platform set up for our website -
Basic Overview
Bidding Period is over 7 Days
Users can bid any price they want (min $5) on the project over the course of those 7 Days
Users data submitted on our website (Name, Email, and Bid Amount) are put into a database (AWS or other Cloud Based Database) and sorted by highest bid.
Users bid is processed through Paypal API for Preapproval Payments (this can be done on the Paypal site)
After 7 Days, the top 100,000 Bids (in Price of bid) will be processed through Paypal. The remaining bids not in the top 100,000 wont be.
Automatic Emails -
System also needs to take data from the database (Name, Bid Price, and Ranking) and send automated emails with that information in it. System needs to be set up to handle up to 500,000 emails to be sent per day. Recommendations for this service should be provided by you, the developer.
