Design & Create a Mobile Website for an Advert posting website

I require a website that when viewed from mobile looks like a native phone app for later integration on different app stores

A similar app to this one on the apple app store is Yabila! but i want a better design

Design example iphone apps : MarkaVip check the app as for their website [url removed, login to view]

The app main page shows featured adds that are uploaded by the admin as JPG or PNG

The app is about Advertisements and is divided into categories example Car ads, furniture , electronics , corporate ads.....

Any user can register and upload up to 5 free ads then he has to pay per ad , ads have to be approved by admin

If the website is based on a CMS like drupal or wordpress it would be preferrable
