It sounds like you may not have a server-side problem, but a client-side issue. It is the client that submits the requests to the server, and if there is any errant Javascript running on the client, it could be responsible for the redundant query items in the URL. This would explain why looking at the code on the server did not resolve the problem. You would need to use the debugger console in a browser to pinpoint the problem.
Our rate is $200USD per hour, but we bill fairly (and honestly) in 1-minute intervals, with a general 15-minute minimum for initial consultation. We estimate that we can target where the problem is occurring within the first 15 minutes, and provide guidance and recommendation on next steps.
