CPanel Site moving utility

Hello, I want someone to code a utility that do the same job as WHM transfer utility , but I want this to be working perfectly because the whm utility has lot's of problems some of them happen when the remote server has protected the /tmp directory. I want it to be able to move the whole site , securely , fast and without any problems . I don't want it to be affected by php safe mode or any protection because this is what interrupting the moving process in whm transfer utility . also I want to be able to move the whole site but without all the databases , so I can select whether I want to move them all or just some of them .
