Byond host automation system and panel

(below is not for webhosting... for hosting games using a little known suite of software called byond ([url removed, login to view])) I require an automated new user account/user creation/setup system with the following gear: Automated signups. Inc. payment (using paypal as gateway), automated account creation for control panel (read below), automated add user (on server) and creation of a cronjob. Control panel doesnt need *alot*. End users only need to be able to login, change their details, and upload new game files. When uploaded, game files would change to something like [url removed, login to view] and [url removed, login to view], and so would overwrite previous game files. End users also need to be able to pay billing. Admin just needs to set prices, view users, create users, and thats pretty much it. Can answer questions via email (but cant post email, need to discuss thru rentacoder system) Not sure on how much this will cost, but budget cant really stretch higher than $500AU, which is around $350US.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

Will be hosted on a linux server, and IE/FF browsers.
