Developer needed to build a 'Slideshare' type platform

We require an experienced web developer/engineer to build a simplified [login to view URL] style platform that will provide two core functions. Primarily it will allow users (marketers) to find relevant marketing strategy documents, filtered by five key categories. These documents will be free for anyone to view and download as PDF documents, to use for later reference, or inclusion into strategy presentation documents. They will also have the ability to be easily amplified out to social channels by Facebook, Twitter and Linkedin share buttons that will appear on each strategies page. The second part of the site focuses on the strategists who will upload their individual strategies. The core offering and attraction of this platform for strategists is that it will give them recognition and ultimately status for their work. The recognition aspect of the platform operates will rely on a simple 5 star rating system for each strategy. As each strategist will have a simple profile on the site that is attached to each of their uploaded strategies, the larger the volume of high ratings each strategist receives for their work, the higher their status will grow through the platform. Each strategist profile will also have links to their primary social profiles, allowing interested parties to connect with them easily. We have built a full wire-framed functional specification document for the platform and will now be seeking a skilled software/platform developer that has the ability to build the platform using this document in a relatively independent fashion.
