Develop a timekeeping system to integrate within our website

We are a small firm looking to add a timekeeping system to our website. We need this system to be able to clock in/out around 100 employees in about 12 different departments (each with a different supervisor) with a unique username and password. The system must also be able to send weekly reports out to department supervisors (in a PDF format preferred) showing accumulated hours of each employee (in their department ONLY) and giving the supervisors the power to verify and e-sign the report. We would also need a report sent to our payrolling department each week; showing all hours worked for each employee under their department. We would also like a mobile phone version (whether it be mobile app or mobile website) allowing employees to log in/out their hours using their phones. We would also like this project to be able to easily integrate into Quickbooks. We are not looking for something overly complicated or non-user friendly. Our main priority for this project is the ability to send unique reports to each supervisor showing hours worked from each of their own employees. Accuracy of hours clocked is not a big issue.
