Add 'foobar' and make wordpress template

Hi,
I have a website running. I need a selected template to have a 'foobar' (this is a notification top bar included) placed at the top. The template page shall show an iframe that is specified in the new page creation. Something like the link sent to you on request, but a foo notification bar instead.
I would also like the foobar to have a like button, plus one button and follow us on twitter button. All dynamic.
Payment only on successful completion of this project.
Wordpress knowledge and excellent English skill essential.

Sorry.. maybe I was not clear. This is a very simple project. It is to add a pre made notification bar in to a wordpress page template. The page template is very very simple... its just the bar and a full width content area underneath. No header no footer. Please look at this link to see: http://www.livesurftv.com/volcom-fiji-pro-live-webcast/ The top bar is to be replaced with the pre made notification bar by foobar. Its a plugin for wordpress.
