Advise On Affiliate/Clone Programming Project

This work is only verbal (skype) and written advise to help me create an idea. I would like to know if it is possible to copy a website and turn it into a type of affiliate site that is registered to my domain name and sales and inquiries come to me instead of the original site. Just like an affiliate site but the site i wish to copy does not have an affiliate program. I want to act like an affiliate and do the marketing to get the sales but i would need to "clone" this particular site like an affiliate site. I would like to drive the traffic to this site (the cloned site) and make all the inquiries come to me. I'm looking for the simplest and most effective way to do achieve this. I want to achieve this with many sites. I would like the winning bidder to give me guidance, how to execute and all the options how i could achieve this. Some quick immediate questions i need answered are: Is there software that can do this? Is it a programming project? Can i replicate this once its set up? How much to do one site? How long would it take to do one site? What skills are needed to do this project? Can you do this project with your skills? If you can do this project what is your hourly rate? Or do you have a set fee? I would like to set up a time with the winning bidder to talk/text on Skype to discuss all of the above. Time allocated to the Skye meeting is 1 hour at a rate of $20, this is just to give me direction. If you have the skills to do this project then i might consider you to do the project. Bid will be awarded for the simplest and the most cost effective way to do this with 100% error free.
