ASP.NET/ACCESS Fuzzy Zipcode Search Database

I have a small Access database that is full of businesses and addresses divided up with different fields for name, addres, state, zipcode and one for a mapquest link to their location. This is linked to a small ASP.NET site that has an input box which would allow a user to input any valid 5 digit zip code. I need allow users to input any five digit zipcode and this will pull either the exact zipcode addresses or the closest ones to it. By closest, the database itself would need to search the currently available zipcodes and return those fields that either match it or the records that are the closest to it, for example, if an user inputs 12345 and the only zipcode records available are 12344 and 12346, then it would need to return both the records for 12344 and 12346, but only because they are the same distance for the inputted zipcode. Currently the database only pulls back the exact addresses. i would also need the coder to create update the table on the site to allow for the viewing of the Mapquest link. Currently that record is setup as a hyperlink in ACCESS, but doesn't display as one in the table.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
## Platform
This must be programmed in Visual Basic in ASP.NET, therefore it must work on a Windows compatible server. I will be testing it on an XP Pro platform with IIS, so it must be able to test on that.
