Create a Joomla Template

We have an existing Joomla 1.5.26 website that we are migrating to Joomla 3.2.x. We have the graphics design complete for the template and have chosen an open source template for module positions etc. that seems to suit our needs. We require assistance in re-organizing our categories from the old section/category design of Joomla 1.5 to categories/sub-categories of Joomla 3.2.x. We've installed 3.2 and started with template installation and installed K2. We're not having much success with K2, but would like to make K2 or a similar product work to help us better organize our site. We have 10's of thousands of pages and hundreds of sections and categories. We need assistance taking our template and creating an image based main menu with image swap on hover and drop down/cascading text based sub-menus. Additionally we need assistance with content organization as previously mentioned and content submission. Allowing our users to submit files in the categories and add to our site. Because we have so many categories of content we have an alphabetical file box which contains all the categories within that letter. We've been creating those main pages and linking to them to keep them clean and nice. We'd like our site maintenance from content submitted to be more dynamic/automatic, but no tools have allowed us to have nice clean dynamically created topic pages or content pages.
