Convert Concept PDFs to Responsive Wordpress Theme

We need a client’s PDF’s design concepts converted to a responsive (browser, tablet, and mobile) Wordpress theme. The design should look exactly like the clients mockups, which a couple exceptions. The site will also need social icons worked into the footer and header, and a RSS subscribe button as well. All of which should match. The client would also like to see the main navigation as hyperlinks (as pictured in the PDF markups), and as solid buttons with hover actions. The client would like her blog page (news and notes) to be reminiscent of her friends site - ramallahcafe.com. This is conveyed in the PDF mockup, but it’s worth mentioning. The theme, and the responsiveness of the theme, must perform exactly the same on all platforms, and must be W3C compliant. Successful completion of this project will surely result in plenty of future work. We are always looking for talented coder to help with the workload. PS: If you feel like you can better the design concept, then please do so, but at your own risk. While I can appreciate any artist wanting to make such an awful design better, the client is very particular, and would like the theme to look just like her mockup.
