Database Created and Webpage, and API

I need an database built that will have all the businesses, restaurants, bars, located in an airport, and then be able to use this data to create an api
The database will have to include
Name
Type of Venue ( i.e Restaurant, Bar, Fastfood)
Food Served
Location of the business within the airport (i.e Terminal, and Closest Gate in the airport to the business)
Also these have to be categorized by terminal location
Next. API Build
The API should be able to be created that will allow apps to connect to it to grab this information depending on which airport the person is in and display the results. The API should also be able to receive updates from the database
Lastly I need a webpage devoted striclty to the database that will allow these businesses to go in and up date there information based on their perspective store and airport. The webpage should be able to link directly to the API information as it the information will be update periodically from the businesses
The Businesses will have to
Register
Select their business from a drop down with all the listed businesses in that airport.
Select how long they want to use the service 6 month, 1 Year, Or month by month
Once the registration is complete they will be able to send out deals and specials that will push through the API.
The USer Account should be linked to the api as businesses will be updating info and deals that will have to be pushed to the API database.
