I require an on-line community portal and bulletin board. Features include: * Ability for people to post non-commercial messages * Ability for people to post advertisements, for a fee (with hooks to credit-card processor like [login to view URL] and PayPal) * Ability to add articles * Section where RSS feeds for outside news can be added * Scrolling news section (also from RSS) * Community calendar that can be edited and printed * Registration for users, letting them choose usernames/passwords * Permission-based system so people with correct privileges can edit various sections, or post to certain section * Ability to age out old postings (deleting them if they are older than X number of days) * Ad management - pages of portal should have ability to display ads on the sides and bottom * There should be levels of access based on who the user is. Regular users would only be able to post ads or messages; more privileged users would be able to do things like edit or remove ads, add events, add categories or regions, etc. * Messages would need to be categorized - for sale, services, carpools, discussions. * It should be flexible enough to use the same software for different geographic locations, where the messages and ads would be different (but advertisers could ask to place their ads in all locations) * Ability to upload pictures in messages (birth announcements, item for sale, logo) * Ability to search messages per geographic location by simple keyword search * Ability to create an RSS feed from messages and/or articles on a geography basis * Allowing specific email addresses to email messages/events in a structured format so they don't need to log in * WYSIWYG editor for messages
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

Linux/Unix platform preferred (because of existing web host already paid for).
