Change ACL of an device

We are looking for an class/lib/service, however what is needed, to change an ACL of defined device. In our case we need to change the ACL of CD/DVD Writers so non admin users can use them with their non admin rights. We think the ACL rule have to be the one from admin, but also it is possible to make an similar. The rule change have to be done only for that special defined device and only if it is an CD/DVD Writer. If possible the solutions have to work without reboot. Means we prefer an solution where we can change the ACL "on the fly" if user choose to burn with the defined drive. If this is bot possible we can life with an solution that will change the ACL forever If on the fly do not work, we need an Group "FoxBurnerUser". THis Group will use this changed ACL. So admin can put every user to that group and so every member of this group can burn. C++ or Delphi.
