I am looking for a PC program that can scan and detect Bluetooth devices (Mobile Phones, PDAs, etc) and PUSH predefined content (Text and Media such as graphics, movies & sounds). It should have the following facilities:
1. Search for nearby devices with active Bluetooth at regular intervals. The interval should be specified by the operator (e.g. every 10 minutes).
2. Establish a connection and send content to each device discovered. This communication should be similar to the type of traffic that would happen between two mobile devices equipped with Bluetooth. There should not be any need for any special client software on the devices.
3. Maintain a list of devices that have received the content. This is to avoid sending duplicate contents to the same device. The operator should be able to specify how long a device will remain in this list before being a target again.
4. The program should keep a complete log of devices discovered, devices linked to successfully, content delivered, etc. This should be the basis for statistical and detailed reporting.
5. The program should have the facility to define contents (text, graphics and other media) with associated delivery options. Delivery options should include "start/end date/time", "regular activation at certain times (i.e. daily between 12:00 and 14:00)" and "expiry of content".
6. The program should provide for having more than one content available/active at any one time. In this case, random available content should be send to each discovered Bluetooth device.
7. The program should be provide a window for viewing traffic/activities. This would be used to verify that the system is functional and it is actually discovering devices, establishing links and sending content. Of course, this would also be used for troubleshooting when needed.
**Anti-piracy measures:**
It is my understanding that each Bluetooth dongle (or similar devices) have a unique identity. I would like to use this information for protecting the software against piracy. I would like to be able to pair the software with a Bluetooth dongle for each customer (i.e. I will provide software + dongle) to each customer site.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
