An Ordering Stuff Site

I have looking for a website/portal to be created where the user can:

a. Register

b. Search for Shops nearby.

c. Order stuff on those shops (using the regular payment options like cc, paypal etc etc).

d. The ordered stuff will then send to the shops (the shops will have printer networked with our system) and the order will be printed automatically on that particular shop.

The technologies to be used is JBOSS as application server and SEAM as the framework for the frontend. I need the coder to use CSS as much possible. BUT, if the coder can convince me to use any other technology, I can look into this option as well.
