Build Chat System From Scratch

I want to build a chat system from scratch. chat features and functionalities as stickam.com. There should be a webcam on each members profiles. when you enlarge the cam, it brings you to a chat with multiple cams (maybe 9) and it also has a chat room built in. whos ever profile that is, they are able to ban, block, make others moderators (just for that profile). the screens should be dragable (you should be able to drag the cams around the page) there should be a button to press to speak on the microphone. users should hold the button to wait in line to speak on the MIC. the person who owns the profile can have the option to have their mic on at all times. The webcams should have scrolling text on the cam. (see stickam for that) The backgrounds should be customizable.
