asp.net control for viewsetting / key value pairs in a table

We are looking for a small asp.net control and 2 classes for the DB interaction for storing, updating simple key value pairs in a table. Very little oracle knowledge is required, only to write a few straightforward queries The table roughly speaking has the columns ID, Project,Namespace,Category,SubCategory,dicKey,DicValue the Id is gnerated from a sequence in Oracle i.e. equivalent to an autoincrement Project,Namespace,Category,SubCategory are hierarchical so subcategory is UNDER Category which is under Namespace which is under project For the combination Project,Namespace,Category,SubCategory : we then have a dickey,dicvalue pairs so by select all matching Project,Namespace,Category,SubCategory I obtain a set of key /values I will provide the schema for the table. We also need a .net control which roughly speaking allow us to add value into the table. The detailed description is attached.
