Create a wordpress template

Create me a simple, sleek professional, unique with professional look, feel and navigation. Full mobile ready thus need light weight.. color theme will be bit dark navy blue, sky blue and if require additional color will be cherry red and black. Theme must look such attractive that it must attract user to use the website in depth.. Pages it must meet requirements are: - home (slider, mega menu, few js -- you can refer top templates of markets and suggest me) - portfolio (must have few good UI navigation ) i don't need a lot of custom work.. i just need custom template and good work! Suggest me some ideas, i am open to them. Rest please go on.. :) If you can get this done.. i am in need of whole corporate identity kit and further more GFX work.. so i will prefer the chosen one.. i don't have enough budget, so please be fair 15 - 25$
