Cross Platform iOS & Android development.

I want built for both iOS and Android apps Cross Platform based. The main task is that it will float an image on the user's screen when turned on. This will stay on while other apps are open, until the user turns it off. User will be able to move the image around with their finger that is floating on the screen. I am looking for someone who can do this quickly but efficiently as time is of the essence. I need someone who knows what they are doing as I do not wish to waste any one's time.
