Create a HTML5 app (Compatible with Web, iOS & Android)

Need to build a HTML5 web app which sits over a CMS (of your choice, best proposal would be selected). The web app needs to be wrapped in phone gap or any other relevant framework for publishing the same in android and iOS. Reference : - Please download "Ovia Pregnancy" app (Available in both play store and apple iTunes Store) to have an overview of my requirement. My application requirements fall in line with the above reference application (However with minor tweaks since this application is for a different category, and not pregnancy related). App icons, 5-6 banner designs for marketing and email marketing template(2-3 templates needed). These are also required along with the app development. Logo and deign icons need to be done using material design concepts by Google (Ref - [login to view URL]) This will be a flat and minimalistic themed app that requires no heavy designing.
