Developing android app [arabic developer only] -- 2

I need an Arabic android developer to assist me develop Android tablet app.
Requirements:
1- Freelancer [he\she] must be arabic native speaker. Since, the app interfaces are in arabic language and their instructions also in arabic.
2- I will provide all the requirements, photos, sounds, story board, ..., etc.
3- Your responsibility is mainly to develop the scripts.
4- You have to identify your SDK and submit files in editable form, besides APk.
Kindly, bid on as lowest as possible, since the project has limited budget. since its for educational purposes only.
The app is 11 different learning situations. each situation includes photos and sound as well as transition between events in that situations.
