Decompile MY Android App, Add BLE 4, and Compile for use

Attached is an Andoid app I made using Mobione ("App Without BLE"). Mobione doesn't support BLE 4, so I need help. When the button is pushed the app counts up from 10 to 53 on the screen. What I need is for the app to also output these numeric values to the BLE capable Arduino board I am using in order to control a string of led lights. The info on the board I am communicating to is attached ("BLE Arduino Board") . The code I have written into the board receiving the BLE signal from the app is attached ("Arduino Board Code"). The deliverable is the working apk file as discussed. If you are successful I will hire you to do this multiple other times as we update the app and will also need it for the IOS versions.
