Custom News Alerting Android & iOS App

I currently run a Facebook Group for a local city where we publish live breaking news and stream live police scanner audio. I want to take this outside of Facebook into an app for both iOS & Android, offer additional features and charge users $1.99/mo for access to this premium news app. Customer Side Features: Tab 1 > List news updates posted by the apps administrators, users can scroll down and even use a search function to look for specific news. Tab 2 > Embedded Audio Player with basic controls to start, stop, pause the live audio feed. Tab 3 > Page listing important information such as contact info and other static content that is not updated often. Tab 4 > A contact us page to send msgs directly to the apps admin Settings: Users can setup custom alert levels. For example they can specify to receive an alert (which the app would show in the phones notification bar) for things such as Major Crimes In Progress, Code 3 Alerts, Hostage Situations, Major Road Closures, Robberies In Progress...etc. There will be a list of categories that the user can chose to opt-in to receive real time alerts when they are not actively using the mobile app. Admin Side Features (Ran from a dedicated server): News Postings > Ability to create, edit, delete new news postings including pictures. These will be time and date stamped and displayed to the user in order of newest to oldest. Upon posting a new article, I can select an alert category. For example if its a Bank Robbery in progress, after I write the post it will give me an option to select which categories of alerts I wish to issue to notify users of breaking news that are subscribed to that category of alerts. Audio Player > Ability to manage the audio streaming. Remotely disable the stream, modify the streams source url and view how many users are viewing this tab within the app. Static Contact For Tab 3 > Ability to update and modify the static content displays on the users 3rd tab. Alert Settings > Modify the alert categories, view how many members are subscribed to each category. Billing > View how many active paid subscriptions the app currently has, how many have signed up today, this week, last week, this month, last month and all times. View how many have cancelled their subscription today, this week, last week, this month, last month, all time. Ability to manually manage a subscription such as add, suspend, delete a user. Basic Stats: How many users are using the app at any given time. Basic stats on peak usage by day & hour The app of course needs an integrated billing system to ensure only active paying members are granted access to the apps content, non-active users will display a single screen with sales information directing them to opt-in to gain access. I want billing to be done by Apple & Android automatically so the users do not have to give me any payment details. If a person cancels their subscription the app should detect this and remove their access to the content. Note: I ignore copy and pasted bids.
