Hi, You have not provided much details, and the cost is too less, this app for both Android and iPhone should require on average 30,000-40,000, but still can't say anything without details. I am an Android developer and bididng for Android, but kow guys who can work on iOS as well.

Phonegap is framewrok which use build in mobile browser to display content, so making mobile app is like making web app. It is also cross platform compatible, so you can get Android, iPhone or Windows Phone app with minor changes.
