Android login application using web server database

I am looking for android developer who is charging $10/hour. This app must not take more than 5 hours. My budget is fixed and it is $50. I have an Android mobile application and I need someone who can configure a web service for that: This application is very simple. Application gets username and password of the user and check if this exist in database in the server and if it is correct it will let the user to login. In MySQL database I have five fields. username, password, image, name, email. The only thing is after user login to application I need to show to user his/her image. name, username and email address. In addition, I need a register user button. So user can register in that page. It must get user image from camera and also name, email, userid and password. In this section I need to check if email or username exist in db. If yes prompt an error and say this username password exist.
