DB creation

I need a DB created for a friend. This project / task is to help out a friend in the building game (building plans and approvals for councils) In the DB we need it to generate certificates / letters / forms with MSword / MSpowerpoint etc. Also reporting is required (custom reporting – i.e. how many entries were inputted in the month) They need a DB created to host all the work coming thru. How the business works (from my understanding): • Individuals plan property development • Architect involved to draw up ideas • Plans given to friend to approve or deny before going to council for officially approval (this is where the DB will come into play) • Plans then given to local council for sign off • Work commences I can't get the software package due to licensing, but screenshots can be seen (from what they are using currently) We probably only need "search / mapping (linked to an external internet URL only) / Application / Details / Properties (as 1) - Condition & Reporting (i.e. where to store Certificate or Letters sent out) Tables. In regards to the reporting, only need up to 5 (1 - # of Approvals for the month & year / 2 - # of Applications for the month & year / 3 - # Non Approvals for month and year / 4 - amount of money turned over for the month & year / 5 others to be determined) In regards to certificates & letter, simular to the reporting (1 - Certificate plus letter with Application # - Type - Location - Name) (2 - letter no certificate with non approvals and reasons behind it) (3 -Letter to say we've received your application .......) all these letters & certificates will be written with macro's just need to merge it with the DB. The letters are standard and have been produced already. One staff member is a semi computer nut and is fimular with word but due to there remoteness it will be difficult to manage if there was a problem so troubleshooting will need to be easy for the business. This DB will only be used by 2 users, both are remote and connect to a central located server using VPN. (windows 7 + XP + 2008 server) They currently have no SQL database, and no to share point, email is outlook ... only a basic network and only require a basic but attractive looking 'supermodel' style DB. This DB will be the primary source of all information for the customers, plans and any other work for the business. What id like to see… To develop a main menu with four options a customer entry, property, application entry, and a reports section Plus an area to include a search option navigation, print option. We are flexible with the $$$ within reason....but need this project finished before 20th of October. Can you please supply me your price & screenshots of previous completed work so i can show the business owner of your portfolio. Payment will be 50% on sign up, and 50% on the completion.
