Convert approximately 120 bitmaps into a scalable monospace font for PC & Mac

I have a selection of bitmap images - currently 64 x64 pixels monochrome, originally from a fixed-width font (which I also still have available)
It has an incomplete set of attributes and so Mac OSX recommends not using it.
I need a new TTF or OTF font to represent the current selection of glyphs, which Mac and PC will accept without issues. (The resulting font to remain our copyright.)
Although these are symbols, I want them to replace normal letters and numbers, rather than present as a symbol font. (eg Type A and see a symbol)
There are 254 glyphs in the current selection but I will be happy with 120 to match the most easily typed letters on a standard keyboard. (eg A to Z, 0 to 9, common punctuation..)
(Many of the glyphs for the new font could simply be copied and pasted from the existing font which I can supply, so there should be minimal need to create a glyph from scratch.)
The glyph placement and sizing should match Courier, so that in a document, the font could be changed from Courier to ZZTEST without the letters moving around.
Anyone wishing to demonstrate they can do this work, could offer a test font named 'ZZTEST' with letters A B and C showing symbols instead of letters.
