Creating mobile friendly website with database

I have a website at [url removed, login to view] and what I am wanting to do is keep the look and feel to it, but implement a database so I do not need 300 pages. The website is for a law act with separate sections (300 sections) and I need the same buttons on the bottom, 2 of which are next and previous to easily shuffle between sections. There also needs to be a search feature to search for keywords in the act. I will also need the share button on the top right to work properly where the emailing feature and share on facebook, twitter and other networks available.
Let me know if you can do it and it just implement jquery mobile, and preferred if the webpages are all made with html not php and xml for the storage

Just to clarify, all you have to do is create the database for the 300 pages which will load into the template I give you and will have the ability to go to the next and previous section via the buttons in the navbar. Not too much coding required here for a good programmer so wanting to keep it lower than the 250 mark. There is no design needed it is all done with jquery mobile already. I can get it done here in Canada for lower then what everyone has bid here so far
