Build a Website for key holding & security company

Would like a website for a key holding/security firm. Need someone creative to manage it in a timely matter. You will need to come up with a creative design. Website will also need a user login to request and pay for certain services set out by the admin. I am happy for someone to use an existing template and modify, i can buy the theme. I like something like this: [login to view URL] The website will provide information for customers on our security and keyholding services and then proceed to purchase a membership online via credit card and paypal payments. The once the user becomes a member, they can access their account and book additional security and keyholding services within their portal, some services free and some paid depending on which package they choose (admin to set this). A confirmation email/sms will be sent to the user and admin so a job can be attended to. This user panel should be basic but in theme with the website. Once this project is complete, it will then progress into a detailed web software and android app. So please keep this in mind. If you require further clarification, please inform me.
