Build a Website

I am looking for a wordpress website designed. I do not mind i you use preset themes or plugins to bring the cost of the project down. Overall the website would need very similar functionality to freelancer. The functionaity needed to be included in the website would be as follows: The whole website would have to operate from the front end with only admin having access to the backend. So all sign up, login forms, post forms ect will all be front end for users. The website should be separated into 2 sections. One section where people can post a task/job they need doing . And another section where users can search for available jobs/tasks that people have posted. When submitting a job/task from front end the fields would need to be: Title , description , date and price. Once a user has found a task/job on the website they then need the ability to reply to the job with the price that they would be willing to do the job for price and a short description of why they should get the job/task. Once a user has accepted a job/task offer the website then needs to have the ability to take payment for the amount the user posted in response to the job. I would like some sort of geo location element to be included when people submit a job/task similar to "geo my wp" plugin. so that people could also veiw the available jobs/tasks on a map when searching. I would be happy to buy this plugin if you could integrate it into the website if that would be easier. I would also like some of the address to be hidden initially until the user has accepted the job/task. i would like the website to notify registered users if a task is posted within a 10 mile radius of their registered location.
