I have been building websites for over a decade. I live in Chicago so you can call me up anytime or I am always available via skype. I would NOT attempt to build this software from the ground up. You will drive yourself crazy trying to build out a program from the ground up. For every one thing you do think of in regards to functionality of the website, there are another 20 you are not thinking of. So I would purchase a already existing auction software package and customize it from there. I would be able to help you build the site from the ground up and you can pick my brain as to how to market the site. This is where in lies the true issue, how will you attract an audience? Creating the website will be easy and can be accomplished in 2-3 months, but building a community for your website will be difficult. Let me know if you would like to discuss in more detail.
