classified integration & mods with a php social engine site

#1.) integrate classified with a php social engine site OR mod established plugin to look and function like one I need designed for the classified area tied to the social member site. Layout will need to be mod either way, keeping css of current template. Basic view pages are frontpage, listing page, posted page, and posting form. Admin will have its core blocks for needed layout and function scripts. 2.) To work correctly like i need, the core networks will need modifying instead to locations; as "country, state, city" with drop down options if needed in the blocks for other areas since it will have to be mod anyway to work like I need in classifieds connected to the membership anyway; i wanting same locations "option" for the other areas. #3.) I already have shopping paypal cart, along with fb and banner type plug in. In order for the classifieds to work like I need; the advanced sponsor ad blocks needs additional mods. Changes are like the following modifications addon: A. can assign types to member level(s) B. add another type of classified posted extended ads C. Make sure admin can set a territory area (network area now) on classified post D. make sure all ads are rotating type ads if so many in a blocked area. E. Add credit to ads per assigned member. make sure admin can assign timeframe for group of members (promos) or and can assign manually any user acct credits for ads D. Make sure all can be is assigned to the affiliate program plugin Terminology must be in easy layman terms english script and lang outputs Programmer "Must" speak english well. sorry but is the only lang i know. also must be bug free on popular diff major browsers of course. ** I am NOT a big company. I am disabled on a small budget. I am sure its worth more. maybe someone would help me in between projects. if it goes well, there is much more work this next year on site in different projects within site I plan on budgeting in, for all areas of site. My budget is around 400 or so for the classifieds area look and functions, core locations for site (inc classifieds) and special ads modifications/addons. YOUR experience: You must be well experienced in social engine and php type classifieds who could integrate another classifieds script to work in social engine without an issue and/or write scripts by hand modifying whats needed from a plugin classifieds so that again; it will look and function correctly like a no name classifieds or php-classifieds type after its incorporated; working with membership & core locations. i can send pic but will not publically post them. I do not like any classified plugins offer now online. I have looked and looked and see nothing like i am looking for. so if you are not real good with these type scripts along with social engine 4.8 (without bugs or learning as you go), dont bid please. Only take it on if you KNOW these type scripts well so you can modify without hardship. thanks :) & Happy Holidays!
