Design HYIP monitor website

I have HYIP lister website. My script is developed from goldcoders lister script. The one who bid for the project should be familiar with the script. I want a unique design for the website that includes all the elements of the website such as the interface, buttons, monitor buttons, logo, control panel, side lists etc. The design should be professional and enables easy and fast navigation of the website. The design must use the space intelligently and work with the different browsers. The main page must be dedicated to banners and sites lists. The other elements are in the side bars. The design should allow the display of a good number of websites list. Some elements such as the latest votes and added sites should be taken to the sides. Some element such as the number of days listed, voted should be highlighted in a beautiful way without destroying the overall flow and design of the website. Payment is done after the completion of work...Please do not ask me to release payment in advance. The one who bids should be patient and not say ooh you did not include this and that to the main project request.
