Build a website that users pay a subscription to use. They will receive a user name and password. Users progress at memorizing various things is tracked. A proprietary algorithm would be used to aid students as they memorize "collections" of items.
Thanks for all of the bids. I am only interested in companies/programmers who are also able to do iphone app development as there will likely be extra work after the website is developed (additional project). An additional requirement is all companies bidding must have Microsoft Excel as additional details related to the project are in an Excel spreadsheet. Due to the complexity of the memory algorithm, I would like to make a milestone payment that is half the value of the project when that is done. So essentially I will pay half when one functional "collection" is ready to memorize and the other half when the login ability, payment capability, additional collections, cosmetic frills, performance reporting, etc. are completed.
I am also only interested in companies that are able to perform ongoing maintenance for a fee.
