Build a Website and an app for Dry Cleaning service

I am looking to launch an app based dry cleaning and laundry service in London. The service will cater to white collar workers offering pick up and collection to their place of work. The app and website will see people register their details, payment card, select a service and order a collection time once collected the app can select a drop off time also. The idea behind targeting companies and places of work is to get more collections and deliveries at the same time. To encourage this the app and site will notify the user of nearby users that have already arranged collections or deliveries and if they select that time they will be rewarded so this would have to accessible via the app/website. The app would have to have an intelligent back end notifying cleaning partners of delivery/drop off and also arrange a schedule for our drivers to collect the items from our customers. There are existing US companies that offer similar services however the distribution and delivery are very different.
