Build a Website in Wordpress

We have a website and are needing to make another one, this new one in wordpress. I don't have access to the existing site and cannot get it, but we would like to make the look the same as [login to view URL], with some changes. Obviously the new site needs to be in Wordpress, and be responsive.
Changes we need to make to it are attached as a file to this, so that you can go through all of them before bidding the job.
The site needs to be completed by Monday, June 16th. Must be in wordpress and responsive.
Additional file is attached describing the changes and additions we need to do to the existing site you see on [login to view URL]
Must be able to start on June 11, 2014 and have wordpress installed and be able to give me a login to move some content over (24 pages of content, from here, [login to view URL]
So please only bid if you can have a wp-admin login for me by tomorrow so I can start working on this. If you need to use my development server that is fine, I can provide you a cpanel login, or we can use your development server.
Strict Deadline to complete by Monday June 16th. Please put June 16 in your reply to me so I know you read everything and understand this needs to be done quickly and complete by the 16th.
