I can do it, not in php, but in python/django. I'm new to this site but I have more that 10 years of web development, so I am focused on a work done, happy client and a nice review. I can start it from scratch or use a third party library if you want. I'm currently finishing a project to sell other thing similar to your needs. I have experience with open source (I use ubuntu in my pc), also I'm familiarized with git and github (or other cvs like mercurial or svn). I will use TDD thechnique.
