Build an SVG processor

I make a vector icon pack that's for sale online.

I want someone to build me a system that allows me to input source files (SVG, or maybe EPS/AI) and then have it spit out PNGs at various sizes, in various colors and also various opacities - also as XAML. I'd like for it to be really easy to expand upon also, so that if I need an additional format added in future I can get in touch with you and you can add it. I'm looking to forge a working relationship with someone as I have lots of little projects like this that I need someone to build!

Specifically:

Colours - black icons and white icons, and for android #333333 icons.

Opacities - Android requires 30% opacity and 60% opacity versions

Also, Windows Phone requires a 26x26px icon within a 48x48 PNG. So there's some resizing too.

Icon sizes: 20, 30, 40@2x, 60@2x, 24, 48 px icons. (@[url removed, login to view] is the naming convention for retina displays, I'd want that added too).

XAML for WPF and Silverlight (there slightly different outputs)

The batch process will put the icons in appropriately named folders: /png/16 & /png/32 etc

Ability to add new "styles" of icon output. For example "I want them output in green at 38x38px at 30% opacity"

Ability to produce a vector editable PDF/AI/EPS/SVG of every single icon in a grid. I drop in 1000 icons, it makes a grid of 25x40 icons on a single canvas.

These are not exactly complex but there are lots of them, so I'd probably need to explain in more detail/break it down into specifics before you began work.

I already have a bunch of Illustrator Scripts that I use to process into the various sizes. For colors, I use a couple of Photoshop Actions to apply layer styles. The thing is, this takes forever. I want to streamline the process - drop the files, it spits out all of the above - 20 seconds of work, just drag+drop+hit go and I leave it to do its thing for a couple of hours.
