BOOK COVER PROJECT

I am looking for a book cover designer who has experience. I hired a book cover artist who sent me two pictures from shutterstock and didnt know anything about fonts. I am looking for someone who will give me options and work with me. good with communication. I have several books following the first one so if it works out I will keep you and refer you to my fellow Authors. I know the concept already so it should be relatively easy . I want it to look like this attached file but better. it can be a night version. The story is a Time Travel story so the lightning and blur effect of time travel are important. I am also open to any ideas what will look better. The fonts seem a little plain as well. Price is negotiable. It is also vital that the cover meet the standards to be published and have the isbn. This is why I prefer someone with experience.
