Commercial Driving School website design in Western Australi

I am trying to revamp a driving school website that requires great attention to detail and competition. It has been outdated and details of the website that it presently is, will be given. The website designer should have Special software skills required in: 1)Dreamweaver CS4 for creativity in design. 2)A "funky yet Catchy" LOGO Has to be designed. 3)Flash to be implemented into the Webpage that keeps the viewer access it easily and [login to view URL] making the viewer stay connected to the webpage. 4)Web Search to make sure that the webpage attracts maximum number of hits when searching for the driving schools in Western Australia. 5)Length of pages required 7 at the most. 6) Language requirements (English and chinese) 7) should be able to view on Windows and Mac 8)At completion I would like to have the full and complete copyrights to the webpage and design. 9) Payment terms will be - half upfront and half after completion. 10). Payment methods will be through PayPal. 11)Please don’t borrow content from websites, articles, programming code, or other sources as your examples, unless you own the rights to the source. Doing so may constitute copyright infringement! 12)Attached to this is a zip file in which I have used a template and made a simple adjustments to what I would like the webPage to have .The colour is attractive and is very alluring for end users.
