create a leg device that simulates disease symptoms

Looking for an engineer to develop a device which simulates the symptoms of restless legs syndrome, a neurological disease causing unpleasant sensation in limbs. Device should wrap around one leg, and create unpleasant tingly, creepy-crawly and tugging (or contracting) sensations in the leg of the wearer. Device should be self-activating when wearer is lying down or sitting down, preferably with a timer if possible, so that it is most active in afternoon and night. Device should allow for full range of motion when worn and be comfortable. Device should also be visually attractive - futuristic looking - and possibly. with LEDs on exterior to show when device is activated. Budget is $5,000. Device must be ready in about 2 months.
